If I understand your question correctly, the answer is yes. The PRO-97 and 2051 cover the same frequencies and the same trunking systems, so you can program the same information into both. There is, however, no cloning capability between the two, so all programming will have to be done manually. Once it's done there is no way to synchronize the two units, so the chances of both receiving the same signal at the same time are remote.
Your scanner is designed to automatically enter CLONE mode when a cloning cable is attached, and to exit CLONE mode when the cable is disconnected. If you do not currently have a cable connected, you will need to INITIALIZE your scanner to return it to normal operation. NOTE: Initializing the scanner will erase/delete all programmed data and return the scanner to its original factory settings. Before starting this procedure, be sure that you have a record of all programming information so that you can reprogram your scanner.
To INITIALIZE the PRO-97:
1. Turn the scanner OFF. 2. Turn the scanner ON. "Multi-system Trunking Scanner" appears. 3. Press the 0 (zero) key while "Multi-system Trunking Scanner" appears. 4. Press the 1 (one) key. 5. Press the ENT key. "Initializing please stand by" appears on the display for about five seconds.
Do not turn the scanner OFF until the initialization process is complete. When it is complete "M000" will appear on the top line of the display, and "Bank 0 Ch 00" will appear on the third line of the display.
Once the process is complete you can begin to reprogram the scanner.
Could the display be saying "wired"? This is what it shows when it is in cloning or programming mode. If it is showing this and there is no programming or cloning cable attached, check the programming jack to see if it is damaged.

My neighbor just had this problem so I delved into it and fixed it.
You will need another working radio and the cloning cable.
DO NOT GO BUY ONE FOR 23 BUCKS PLUS SHIPPING!!!!!!!
This cable is nothing more than the same one you use to pipe your MP3 player into a car's AUX input. You either have one or know someone who does that you can borrow. If not go buy one from Sears ,Best Buy or any decent truck stop should have them for about ten bucks.
Turn both radios off. Now with the 3.5 mm cable plugged in to both radios hold down the up and down arrow buttons and turn them on. They should say "clone". Now press the" ENT" on the good radio, This will send the data over to the "bad" radio. Now turn them both off, remove the cloning cable and turn them back on. Both should be working now. \WARNING if your battery is in bad shape it can cause the problem to come back. Either deep six the battery or hit the battery for a few seconds with your car battery charger to shock the cells. Some times this can extend the battery's life.
