When I plug in my new sustain pedal to the Roland Juno-D "hold" input and attempt to use it, the pedal doesn't affect any notes played. Any help would be appreciated.
Have you tried the pedal straight into the amp without going thru the Roland?
Does the sustain pedal turn on with the foot pedal or is it a separte stomp switch to turn it on?

- I ran across this post again and realized I didn't read what you wrote carefully enough -- too much of a hurry.
I was thinking outboard sustain pedal, I see now your issue is with the sustain pedal which plugs into the keyboard.
I would suspect that it just needs cleaning. The pedal is a switch which essentially connects the contacts in the keyboard jack. The plug on the pedal is probably not establishing good electrical contact.
You can check the continuity of the pedal itself by using a multi-meter on the continuity setting, putting one probe on each section of the pedal's male jack, operating the pedal, and see if you get continuity between the tip and ring of the male jack.
The remedy would be to spray electrical contact cleaner into the jack on the keyboard and to clean the male jack on the pedal with very fine sandpaper -- then wash it down with cleaner.
If this doesn't correct the fault, the switch inside the pedal would next be suspected -- take the pedal apart and clean the contacts in it as well.
If fault still not corrected, I would suspect the jack in the keyboard -- the keyboard will have to be partially disassembled to get to that.
If that doesn't correct the fault, the problem is likely in a circuit board. This diagnostic is probably best done by a repair shop.
