Question about Honeywell Programmable Thermostat Heater

Honeywell RTH2310 heating while it's supposed to be cooling

I recently replaced a 3yr old Honeywell thermostat with the new programmable RTH2310.
When I connected it, the heat came on when it is in cooling mode. I connected all of the wires as instructed. I had taken a picture of the wiring on the old one just to make sure. I live in Florida and have an electric heat pump. I set the back jumper to electric mode. The jumper between Rh and Rc is still in place. Is this the problem?
The old thermostat was wired with the red unconnected but the brown wire was connected to R. I repeated this condition on the new one.
The Orange, Red, Blue, and Black wires are taped off and unconnected.
We had experienced the same problem with the old thermostat but it was infrequent and barely noticable. It appeared that both cooling and heat were running concurrently. Now it is just heating.

Ok to start with if you have a heat pump and not ac over electric heat depending on type but most will be wired as
red to r jumped to rc y to yellow this turns on compressor g to green this turns on fan w to white or brown for electric heat strip or em heat o to orange reversing valve energised in cooling switches from heat to cool or orange to b energised in heating c blue for common
you will have to look at your indoor unit and out door unit to verify what collors the contractor used when they wired it up hope this helps

No the tstat just has a reminder to replace you system stat. There should be a rest for it. And the filter should be in the air handler/Furnace

More information would help but I believe that you are trying to hook up a programmable thermostat to your old heating system which is what? Oil forced air, heat pump, gas? Give me more info and I think that I can help you.

I bought a Honeywell programmable thermostat RTH2310 to replace my 10 year old Honeywell thermostat. My old thermostat is a 4 wire system but also has a jumper from Y to 1. New system does not tell me what...

It depends on the type of thermostat you have.
Do you have a 4 wire or 5 wire T'stat?
The red jumper wire was for a 5 wire t'stat with 1 transformer, the red jumper actually should have been from R to 1.
So you need to trace the wires back to the furnace and make sure they go to the locations identified below.
if you have a 4 wire t'stat then you don't need that jumper, if you have a 5 wire t'stat then you do need that jumper but it should go from Rh to Rc.
4 Wire Termostat
R = Red One Side of 24 volt Transformer
G = Green Blower
Y = Yellow Cool
W = White Heat
5 Wire Thermostat
with one transformer for both units
Rc One Side of 24 volt Transformer
Rh Jumper Rc to Rh
G = Green Blower
Y = Yellow Cool
W = White Heat
t'stat?

New rth2310 themostat does not blow cool air

I don't believe you're going to get the new one to work -- sounds like it doesn't have enough control wires to operate your HVAC system. If it is designed to operate a 7-wire system, the documentation should show how to hook the 4-wire tstat so it will work.
