This sounds like a digital problem. If the monitor is still in warranty, return it for exchange or repair.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed monitors to get some ideas what to look for: http://s807.photobucket.com/home/budm/allalbums
Post back what you see inside so we can guide you further and it will help out other people in the future also.

SOURCE: I have several of these monitors that won't

It can be as simple as bad caps, or worst case will be bad lamp assembly.

HP Monitor comes on with bright white screen since changing PC

Try using a different wall outlet to plug in your monitor. Believe it or not this actually may help.
What ever breakers you are talking about to get the monitor going doesn't really have anything to do with the drivers. Monitors are "plug and play" meaning the drivers are installed for you when you plug it in. It"s possible you don't have the connections on securely or maybe one of the pins are bent. Does it say "restore active desktop" anywhere on your screen?
Also possible the power supply isn't strong enough for your lcd.

The screen doesn't display anything and the power button is flashing green

Ok I got the same problem. And this is the way how to examine where the problem is. You have to check that you can see the image on screen by shining a flashlight into the screen, not directly but find the best angle to the screen and take a look very closely. If you can see the icons (Power on both cpu and monitor), there will be a minor problem. Like me, I can see window image using flashlight and check lamps inside. Some of them were broken. If you cannot see any icon on the screen. I would say that there are some problems with inverter board. If you have soldering tool and want to fix it by yourself, check the caps first. It may cause this problem. Some caps might show leaking or dark spot on the board because of too high temp. If you don't have soldering tool, you better go get a technician to do so.
