Problem for PC Laptops

CHKDSK comes up on start up and will not...
I get a message each time I sttart up our compaq F730 note book. "CHKDSK is verifying file""Disks need to checked for consistency."
It gets to 59 percent on the monitor than just stops. Does it on every startup. Tried a partial restore, wouldn't do it.
Any ideas? Could it be a hardrive proble? The computer is litely used, one and a half years old.

- Thanks for your help, it's appreciated. The laptop has Vista, but I will see if it has hard disk repair.
