Vtech phone has a delayed sound when dialing

It does not ring the person you are calling. I cannot call out but all calls come in clear. Unplugged the base and left for 2 hours and did not help. Same thing here. When I dial out on the Vtech 6221 either the operator says the call cannot be completed, the call did not go through or it calls someone unintended. Vtech says they've never had this problem before. My Panasonic phone (also cordless) works just fine on the same line.
