I am having some difficulties with charging my laptops battery. It is an hp Compaq 8710w and I had a little accident when I accidentaly damaged the cabel(while working) of charger. Output on my charger is 120W and I have tried to charge the battery with 90W charger(also hp) but it does not charge the battery, it just keeps it at one level. Is that OK? Have I made any damage to my notebook? I will try to get the wire replaced and hope for the best...

That sounds more like an alternator problem. If you have a multimeter start the car and check the voltage on the battery terminal it should be around 14Volts if it is getting to 15 Volts then the alternator is overcharging if it is 12.5 Volts then the battery is not getting enough charge and your alternator needs attention.
If you remove the battery, does the AC Adapter power the computer? Does the laptop have a barrel type power connector? I have replaced several power connectors for broken center pin. Does wiggling the power connector affect the charging light?
Remove the battery and plug laptop power into the wall (or power strip).
Turn ON laptop without battery.
It should start.
After Windows has settled, put battery back in and let it charge up.
You need a new battery. This happens with litheon ion batteries after a while. Over the years my laptop battery went out on me after 3 years, my cellphone battery went out on me 2x's (different cell phones). It was all better when I got new batteries for them.
I really do not know if it was charging OK with the weaker charger, but everything was fine with my charger.
