Yes you can, but make sure that it has access to air. Leave at least 6" of space between the shelter and the pilot. Is it outside? I've never seen one outside.

Why does my pilot light keep going out when heating is on ?

Water heater and house heater are sharing the same vent?
Then vent is bad, and heater is pushing combustion by-product down into the water heater and blowing out pilot.
Call technician immediately to avoid CO poisoning.
Look for black soot on top of water heater... test the vent:

I have a bosch 13p and the pilot light keeps going out I don't know if is the thermocouple or not as it stays alight for hours then dies. It is in a sheltered area and i have checked for blockage.

Get more air to the unit.

http://waterheatertimer.org/pdf/Attic-Ventilation-and-Pilot-Outage-in-Gas%20Water-Heaters.pdf
Don't use household vent fans.
Trim back trees, and move stuff away from front of water heater and from around vent pipe.
Pilot outage can be caused by tightly insulated house, poor upward draft on flue, other vents or vent fans drafting air upward and causing downdraft on water heater, wind coming down flue pipe, water dripping down flueway, dirty combustion parts, clogged pilot orifice, failed thermocouple, failed gas control valve, low gas pressure, water or air in gas line, super hot location ... or combination of more than 1 thing.

Would high winds and rain cause pilot light on a rannai tankless water heater to go out?

Yes.
High winds can cause reversal of air flow down vent pipe causing pilot flame to blow out.
If situation happens frequently, then special roof cap has to be added.
Have plumber check natural draft up vent pipe.
Other things can cause same problem, for example if vent fan is located in same room as water heater, or house is tightly insulated, and vent fan is ON, then it will draw air down the water heater vent and blow out pilot.

A.O. Smith ProMax Plus GVR 50 101 Safety Question

You need to inspect and clean the air intake located on bottom of unit. Get more fresh air to the water heater and see if problem continues.

http://waterheatertimer.org/images/State-select-air-intake-400.jpg

Instructions for lighting the unit are located on front of water heater.
Other possible causes include: bad gas control valve, dirty combustion parts, reverse draft down the stack (caused by wind and opening door inside closed utility room), low gas pressure, air in gas line, etc.

Propane gas is heavier than air. So if you have a gas leak, then smell close to floor. Leave house immediately if you smell gas. Install a gas detector close to floor level near gas appliances.
Most water heaters today are extremely safe, because we experimented on prior generations of people, who then passed along their experience.

My gas water heater pilot light will not stay lit

Hi Mike,
1stly you have to understand what the pilot light does!
Yes, it lights the flame, but it protects you from gassing yourself!
that is thye main job!
hava a look inside!
In front of the pilot flame, (it might have a double flame... (one flame on the bottom & another on top.) is a curved piece of metal plate. The flame is supposed to heat that plate untill it it very hot! Thenm the plate bends down as it is a bimetyaalivc strip!
This opens the bsaety valve & you can let go.
The flame will noe stay on. If a gush of wind blows the flame out, the strip will cool & the safety valve close, preventing a dead family in the morning.
There is a newer system as well.
Right in front of the flame, is a pointed sensor with it's tip in the flame. . It has a electric cable running to a safety valve. This sensor have to heat up as well. It is a heat battery that activates the valve. See that it did not move!
If it heats up, & the valve does not keep the pilot flame going after a few seconds, the unit has to be replaced!
Safety first!
Andy

Rheem 22V50F1 pilot won't stay lit. Changed thermo couple & it lit, ran then went out. Let it sit overnight & it lit, ran then went out. What next? p.s. The unit is 5 years old. Thanks

If pilot lights and flame is robust and clear blue, and pilot goes out later, then some suspects can be excluded: air in gas line, low gas pressure, thermocouple is overtightened (finger-tight + 1/4 turn), thermocouple not positioned correctly in the flame, dirty pilot tube.
If flame is yellowish and small: then clean pilot tube and combustion parts.
http://waterheatertimer.org/How-to-install-gas-water-heater.html#clean
Remaining suspects can include: air in gas line, low gas pressure, bad gas control valve, tight house so household vent fans pull air down water heater vent that blows out pilot, hot attic with inadequate ventilation, water dripping down vent.

When the wind blows the pilot light out, I have great difficulty in pressing the buttons in to relight it.

You are getting negative pressure in the burner ... this can be caused by the access panel not being reinstalled properly after you relight the pilot. Vents can cause a "venturi effect" and if the access door is not on tight it will indeed become a real pain

Is there a safe design to put around an ascot water heater as the tiny flame is blown out by the wind and it gets wet in the rain

Judging by the fact that the wind and rain are a factor here I would recommend that you build an enclosure around this unit. as long as you leave about 6 inches all the way around the water heater and put a large vent in the door then an enclosure is a good idea. Hope this helps. Good luck.
