If you have the USB data cable that came with the camera hook it up and plug it in and it should show up as a Removable Drive when you click My Computer; you could also use the SD card if you have one put that into your computer if you have an SD card slot or an external SD card reader.

If you don't have a manual it is available online here:

Good luck!

Plug in the cable. Click the kodak icon to open the software. Close the program but the little icon stays in the lower right. Turn on the camera. Right click the icon, pick 'transfer now'.
That's how I do it. But uncheck the 'remove images from camera' because if something goes wrong, they're gone.

Delay in photo being taken after pressing the button

You can adjust the ISO speed to control the sensitivity of your camera's sensor. To do this, press Menu, and then press the left and right arrow keys to go to ISO Speed and press up and down arrow keys to select from Auto (default), 64, 100, 200, 400, 800, 1600. You may need to play with it until your desired output is met.

Complete details can be found on page 30 of this manual:

Try with a different cable.
Try and find the camera in the file manager.
Try a different computer. You might need a picture programme
