We get dial tone and when try to dial out get clicking sound and the operator comes on and says cannot place this call. Tried unplugging from the base, and the battery and leaving 2 hours did not help.

have you tried switching from pulse dialing to tone dialing?
should be a selector on the main base charger.
check your manual for clarification
