On the model that I have you set the time by pulling the dial out and turning it to the current time. If it does not "seat" fully when you release the dial it will not engage teh timer gear. Make sure it is seated by trying to move it slightly in both directions. If it turns frely it is not seated. If there is some resistance (don't force it) then it is seated and should keep correct time. If you have moved the manual lever to the ON position and the lights still do not work you need to make sure the power to the time clock is live. The timer motor (and the lights) will not work if the power supply is off. If the power is on and the lights still aren't working on Manual then there is a problem beyond the time clock (broken wire, burned out bulbs, etc.).
