The thing is that somebody set bios password. On phoenix bios based on intel platform? like yours normally if you will enter bios password incorrectly 3 times bios will lock the computer and it will generate 12 digit lock code. You will need to contact Toshiba technical support to get bios unlock password. (Normally this is generated by them within couple of hours.)
I would recommend you to check with toshiba support before locking bios (entering password incorrectly 3 times)

This can be unlocked only by manufacturer. You can disassamble notebook and take out the CMOS battery (which not always works on modern laptops).

Toshiba support do not have live chat support and sending email would take quite a while. As if you lock your PC to get unlock code you will not be able to use that. Moreover you will have to keep laptop on before unlock password provided otherwise if laptop will restart new unlock code will be generated and you will need to call to get new unlock password.

So I suggest calling Toshibe as the easiest solution

A direct way to blank out a BIOS password would be to remove the CMOS battery for a bit; I'm not sure where that would be in that particular laptop but commonly it is a small round flat battery

How do I enter setup when there is no option to enter

F2 is your bios setup, and F12 is the boot order selection, if you cannot access the two options there is no other way. That shows up when the Toshiba logo is visable. If your windows run properly I would not risk formatting the hard drive. But it might be worth contacting Toshiba, customer and technical support about the unusuall situation.

I'm trying to help a friend install

After "Fast Boot" has been enabled, you cannot access the BIOS setup during power on . The machine will bypass "Press F2 to access Setup Utiltiy and F12 for Boot Menu" prompt.
This is a bigger issue if the hard drive crashes and access to Windows is not possible OR

Fast Boot can be enabled or disabled in the BIOS setup, or in HW Setup under Windows.
If you have Fast Boot enabled and you want to get into the BIOS setup. Hold down the F2 key, then power on. That will get you into the BIOS setup Utility.
You can disable the Fast Boot Option here. You will need to disable Fast Boot if you want to use the F12 / Boot menu.

What is the boot up sequence please

You need to go inside BIOS to find out whats the boot sequence. To activate the BIOS Utility, press F2 during POST (when “Press <F2> to enter Setup” message is prompted on the bottom of screen).
Press F2 to enter setup. The default parameter of F12 Boot Menu is set to “disabled”. If you want to change boot device without entering BIOS Setup Utility, please set the parameter to “enabled”.
Press <F12> during POST to enter multi-boot menu. In this menu, user can change boot device without entering BIOS SETUP Utility. Navigate to BOOT page on top.

Hope this helps!

After turn on is asking for password (bios) and no body set up any password.

Hi, "Reboot" the Computer, look at the bottom of the [Screen] there will be (2) two, "Options" F2 for {Utilitiys Setup} and F12 for [Boot Options]; you want to "Press" the F2 button immediately at "Startup!" Once your in the Utilities, you can change the [Password]. If all go well, let me know by giving a "helpful rating," thanks.

Toshiba product recovery discnot working

If you mean you cannot boot from it, try pressing F12 or F11 before the system boots and choose the option to boot from the CD drive.
Or press DEL or F2 to enter the BIOS menu and check the boot order.
