The delayed sound is an indication that you have voicemail. My guess is you're dialing before getting a solid dial tone. Try getting your voicemail to clear the delay or wait several seconds until you get a solid dial tone prior to dialing the phone number. This should solve your problem. All the best!

Try to power cycle the phone Unplug it from the line and turn it off for couple of hours.
