Your model has the V22 chassis when it blinks a 21 cide which is what yours is indicating that maens the set is shutting down due to xray protection. Which means a votage is raising which trips the xray protection circuit and keeps your set from operating

Error code 2-2 indicates "Short Protect Circuit" problem in tv.
Need to check pico fuses in power supply as one or two got blown due to bad convergence chips.
Below is an exploded view of tv chassis, power supply and convergence area has been marked to give you better idea to look for pico fuses.
Unplug tv from wall socket before to repair/check any thing inside tv.

The error code 23 signals the loss of the horizontal deflection. The most likely part that has failed is the power deflection transistor and (almost always) the flyback transformer.
The parts will cost $80 and the labor about $150 - you will need to call a pro for that, the extremely high tension in there is very dangerous.
