Fault with the main power supply regulator board. Check and replace damaged component/s at its main power regulator [SMPS] section circuit. Contact any service technician. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts.

It will be best to replace the power supply regulator board as card basis rather than making "Surgery" to it; which usually will make loss for both money and time.

Check its horizontal output section circut for the fault. Most probably, line output transformer might be faulty. Not, might be, but is.

Got this from Samsung CS it worked for my phone . From home screen no card in phone enter *2767*3855# let phone reboot. Turn off the phone insert the sim and power on

Check the PTC parts,the primary AC power supply board.Disconnect the power supply board,measurement the capacitors and power tranzistors,measurement the output voltage(155V),connect on the output on 60W electric bulb,if it light the power source is ok and the problem in the horizontal driver parts(trafo,power tranzistor...).

Check and replace the following on the smps:
Cs-860 & Cm-860 1500uf/10v With 2200uf/16v
Cm-856,Cm-858,Cs-859,Cs-861 With 1000uf/25v
Replaced Cm-854 & Cs-857 With 2200uf/25v
then let me know if it will power on...
