Go to start menu, accessories, system tools, character map. In here you can either copy and paste what you need or hold your mouse over a letter and it will give you a unicode command you can use to type that charater on your number pad.

Why do you need 64-bit?
If you don't plan on running a 64-bit-only application or you have more than 4GB of RAM, chances are you wouldn't need a 64-bit windows installation.
there is a piece of hardware that you will need that goes inbetween the laptop and t.v. im not sure what its called but you can call any computer store and they will tell you what it is
Sorry the laptops fried, the best thing you can do now is remove the hard drive and get your data from it if it still works. buy a new laptop and sell yours for spares on ebay
