This might be a hardware problem, but it could also be caused by an outdated (or corrupted) driver; you could uninstall the original driver, then download and install the newest version directly from HP here:

Also, I've copied the following information directly from the HP 4850 Scanjet user's manual:
If you have the HP Image Zone software installed, you can use the onscreen Help to solve other problems with the scanner. To gain access to the Help, open HP Solution Center, click Help, and then click HP Scanjet 4800 series scanner Help. The Help system provides information about the HP Scanjet 4800 series scanner hardware as well as information about the HP Image Zone and HP Scanning software itself. Also, see Scan troubleshooting in the general Troubleshooting and support section of the Help.
Good luck with this; let us know what you learn...

I would say the most likely cause of the issue is either that the scanner is no longer functioning or that it is experiencing power issues. Make sure that the scanner is plugged in directly to the wall and not into a surge protector or a power strip. The scanner does not share power well and pulls it in large amounts - when it can't get it it throws little power fits and sometimes will not turn on at all. Try another wall outlet and see if you can get it to power on and do a scan without the yellow strip showing up.

These brown stripes on the right and left hand edge of the scan window are caused by smoking near the scanner. The front side mirrors located on the moving scan head need to be cleaned. You can accomplish this by removing the top of the scanner which includes the glass. Remove the clip that tensions the small but long cogged belt. Don't worry about repositioning the assembly correctly, the scanner will reset its position information when it initializes. Once the mirrors are removed, do not handle the mirrored surfaces excessively. Clean very carefully with some liquid soap and set on a clean towel. Dry with clean cotton balls and alcohol if required. Reinstall in their proper locations, making sure the clips hold the mirrors in the correct position. Replace the belt and tensioning clip. Replace the top of the scanner.
Start up the scanner and let it initialize. You should be off an running.

The best way to check if the scanner is okay or not is by installing on another computer. First try B&W, then try color. IF it works may be your OS or driver (of the old comp) is corrupted.
