Question about Oreck XL Ultra Bagged Upright Vacuum
Don't panic! Easy fix!
I was having the same problem, but I removed the base plate from the bottom of the vaccum (5 screws on mine), revealing the roller and the engine. Just behind the roller is an intake tube. Mine had a piece of wrapping paper stuck in it causing everything else to clog up.

Score! Figured out my own problem :)
I had already checked the tube a zillion and one times for clogs. What I didn't think of before was to look at the base.
Sort of below/behind the roller brush, off to the one side, there is an opening/port.
Mine was totally clogged. I pulled it out (can we say hairball? Ah the joys of kitties) and voila! Like new! Nothing could get past that mat of fur, no wonder.
Now the bag inflates, and it actually... vacuums!

I had the same issues. Guess what? I removed the base plate (5 screws) and found the belt had come loose. I re-applied it and the vacuum works great!!!

Check the handle tube for a collection of hair, paper, dirt.
