Stop what ever you are doing? Do not buy any more parts. You are making things worse.

First, the new circuit board may not be connected correctly. That is why you get no lights.

Second, Do you have a manual? If not, you need one. Go to the Rinnai web site and find a dealer that can get you a manual. Without a full understanding of the Function Lock button you are at a loss.

It has been my experience that the circuit board is the last place to start.
