Mutlitple "Server not found" responses before URL connects

Westel 6100 on Verizon DSL Service, shared via NetGear WGR614 wireless router.  The problem we have is that whenever we try to launch a web page, we get multiple "Server not found" pages before finally connecting.  Usually have to "Try again" 2 or 3 times, at which point the connection downloads at normal data rates.  Any ideas whether this is likely to be modem, router (the main PC in our house is ethernet cabled to this, others attach wirelessly and problem is seen both ways), or service, and how I might troubleshoot?
