Have you tried to un-install and reinstall the program that runs this device? Or try reinstalling the drivers and that should do the trick. Good luck

Hey, I have that tablet, and I still have the CD. It's version V4.03. I think UC-Logic bundles all their drivers in the same install program you can download on their website. It looks like they're on version 5.02 now.
Plug your Tablet in first with Computer off, Turn on Computer and see if Vista recognizes the Tablet. Go by what is suggested on the screen. It may help to do a Hard Disc DeFrag. before attempting the above.
have you tried it in any other versiin of windows such as 7...
maybe the drivers are not for vista... if tha doesn't solve it then must be hardware issue
I have had that problem with other USB devices i suggest trying a different USB port as the USB port you have used to connect the X3 to is most likely malfunctioning.
the problem is your computer cant handle all the information your putting into it. if you instal anything, it is constantly running. i suggest getting rid of some of the things you have installed on it then try again, if that doesn't work try a different computer. good luck!
do you have the upgrade for your O/S to recognize usb 2 as sometimes when first plugged in a usb device my computer has come up with your usb is 1.1 you need to upgrade to sp2 or whatever to have usb2
