Question about Samsung Propel A767 Cell Phone
The phone was dropped in water, dried out, and when powered on only displays "Download"
There should be some way to reset the phone / handset - you could try and leave the battery and memory out for a while and put the phone and memory in a warm dry place for a good 24 hours and try it again.
If it still does not work then if its under insurance / warranty then get it replaced. If not then there may be a key combination you can do to reset it ie the power button and one of the other buttons on the phone holding them down together for several seconds for example.
Smartphone devices don’t have reset button so simply:
1. Press the Power Button and turn the device off
2. Press the Power Button and turn the device on
Any stuck program will be cleared from the memory
Alternatively remove the battery
You can easily reset your phone to its default settings. To reset your phone:
1. In Idle mode, press the Menu soft key, then select Settings ➔ Reset Settings.
2. Select ALL
3. Press the middle button to make a selection press the OK soft key
4. Enter your “user defined”password and press the OK soft key. (There is no default one, so unless you created one you don’t need it.)
At the “Reset Settings?” prompt, press the Yes soft key to reset, or the No soft key to cancel. Once your phone has been reset to its default settings for those selected options, it will restart itself in order to incorporate the new settings.

• Display Settings
• Phone Settings

Irrespective of any model of mobile phones when they come in contact with water high chances are there to have the circuit damaged. Its nice that you dried it out but still need to follow a proper method of drying the things. Please follow the bellow link which shows a video how to do it:
In your case since it shows "Download " on turning on the display clearly shows a memorey problem which has developed. Either remove the memorey and then try rebooting or need to replace the memory.
