Yours is purely an operating system and /or hard disk problem ok. If you have the Recovery cd, try running it if not you will have to reformat your hard disk and re-install the operting system. It's a painful thing to lose some very important files. I suppose too that you must have a backup of your vital files. So go on with the reformation and your will come back alive ok. Good luck

I have an ei system 103a desktop i have had to sytem restore now when i turn pc on it tells me to press f1 to start windows i have tried going into the bios and boot from hardisk but still have the problem...

The 'Press F1 to continue" message is a result of an error caused as the BIOS does its hardware checks during the boot process.

The BIOS boot process (bootstrap) preceeds the loading of the operating system.

The most amusing example of this occurs if you unplug a ps2 keyboard,
1, it generates the error
2, pressing F1 does no good because the keyboard is not plugged in.
3, if its ps2, you will need to do a hardware reset after plugging the keyboard in again.

The bios can be set to 'halt on'
'no errors' which will stop the error message appearing.
'keyboard errors' see above
'all errors' any hardware failure detected by the bios will halt the boot process and give the above message.

Boot problems

if this is happening from a cold start press Ctrl Alt Del, it should boot ok, then, if it still persists make sure the system is set to boot from hard drive in the bios settings

Boot up failure

Fixed disc is refering to your hardrive and the fact that it has been unable to read a bad sector on your hard drive, that sector probably being where the boot.ini file resides. You will have to get the drive checked out, by means of an 2.5" ide to usb powered connector, which will connect to another pc's usb port to enable you to perform a disk check and a repair if possible of the bad sectors, or take to a local repairer where they should have the required adapters.
