Check your house circuit breakers first that should be labeled heatpump or outdoor unit
make sure it is on and or not tripped
then if you have a box outside near the outdoor unit open it up and see if there is a breaker or maybe fuses that could be blown

The bearings are bad in the motor and after the fan runs enough it eventually gets hot, making the bearing screech and the fan locks up. Need to replace motor again. See if it has a warranty. The reason it gets hot is because the fan is what removes the heat from the coil and if the fan isn't running there is nothing to cool it off so to speak.
Heat pumps defrost which is the AC mode, if the heat strip isnt working during a defrost, the air will be cold, A heat pump only feels warm if the heat strips are on too! the refrigeration cycles heat output is much less sensible to our 98F skin. heat pumps that satisfy a room setpoint are working at least, all heat pumps feel drafty to most.
Your unit is running in heat pump mode...hope you knew that you had a heat pump...
Anyway the problem would either be the thermostat or the reversing valve...
It will take some detective work to figure out exactly which is causing your problems...
Sometimes on new units it is common for the fan to not start until you give it a push. Did you happen to hear if the compressor was operating? If the unit was froze-up the Insulated Suction line would also be iced over as well. If it wasn`t it is more likely that either the compressor was not operating or it shutoff due to
high discharge pressure and can only be reset on its
own or cooling the compressor off with cold water.
You post is not clear as to where the freeze-up is occurring. I'm going to assume the outdoor unit is frozen up.
Heat Pumps don't generally freeze up at 60 degrees. If the ice around the unit has an uneven pattern (for example a thick spot around the center or at the very bottom) could indicate a low refrigerant charge. If the ice is even throughout, it may be one of the following:
*Sticking Contactor*.....turn the system off at your thermostat and check to make sure the unit outside shut off. If it doesn't turn off, it is likely to be the contactor.
*Failed Defrost Thermostat*.....if the defrost thermostat fails "open", the system will never go into defrost.
*Failed Defrost Control Board*......this could also prevent the system from going into defrost
*Failed Reversing Valve*........put your system in COOL mode and check to see if it will blow cold air inside approx 16 - 22 degF lower than room temperature.
*Failed/Failing Condensor Fan Motor*.......ensure the condenser fan motor is running during heat and cool modes. The condensor fan motor will not run in OFF/Satisfied Mode or in Defrost Mode.

Does this problem happen when the temperature is below 30 degrees? When it gets about that cold outside, the air outside is too cold for the heat pump to "steal" heat from. On the thermostat you'll find a switch labeled aux or emergency heat. Turning this switch on will operate a traditional coil heater inside the system, providing you with heat. The only downfall to this is that it uses more energy to heat this way. Try turning the fan switch from "auto" to "on". If the fan comes on, then we can rule that out. If the aux heat switch is NOT on, set the thermostat such that the system will try to heat. If the outside unit is running, the problem is either it being too cold like I said earlier, or there's a problem with the heat pump's mechanical system that needs to be serviced by a professional. If the outside unit doesn't run but it should be, check it's breakers at the panel, the breaker inside the electrical box that feeds it, and look to see if there's a reset button on the unit itself. Finally, check the air handler (part of the system inside with the fan in it) to see if there's any circuit breakers or fuses on this unit. Make sure they're not tripped/blown. If none of this helps, you definitely want to get a pro to work on your system.
I have some things for you to check. If you look at the outside unit the lines going into the house. Are they frozen? Have you had any yard work done, the reason I ask is they could have accidentally cut or pulled out the thermostat wires to the ac unit. Also, inside check for the same thing, frozen lines. Also, you may want to check the drain coming from the inside unit, it may be clogged.
It sounds like you have a unit called a heat pump. When a heat pump unit is in cooling mode the outside unit blows hot air and the inside unit blows cold air. If the outside unit is blowing cold then the indoor unit is most likely blowing room temperature or warm air. It sounds like the thermostat could be controlling incorrectly or you could have a failed reversing valve which is the device that switches the unit from heating to cooling mode.
With a heat pump system there are always going to be a back up heat strip inside the Air Handler.
If you detect a faint humming in the Condenser call your local service company and ask them to come and replace your capacitor in the condenser. The humming is from the contactor engaging but not being able to start the compressor due to not having the required Microfarads to start it.
Whats the amp breaker? Is this for the inside unit or the outside condenser? If the inside and gas heat you have a bad fan motor, If its an electric furnace , the same, but if its the outside unit, the fan could be going bad, locking up and the compressor still runs and pulls high ampsand tripps breaker or the compressor is just pulling too many amps due to plugged coils with dirt , grass or weeds blocking airflow.(email@example.com)
