Sounds like a leak to me - if you have a set of guages available (know anyone working in the refrigeration field???) you could tell this for certain.  Otherwise, try running it when it cools down outside and see what happens.  Take a stick thermometer, and put it in between the fins on the INSIDE condenser coil.  If they get cooler, but not down to about 50 degrees, then you are low on refrigerant.
Good Luck!

THE OUTSIDE FAN MOTOR MIGHT NOT BE WORKING CAUSING THE COMPRESSOR TO GET HOT AND TRIP THE INTERNAL OVERLOAD IN THE COMPRESSOR - IF THE UNIT IS LOW IN FREON SAME RESULTS - WHEN UNIT IS FIRST TURNED ON DOES IT BLOW COLD AIR OR DOES THE AIR NOR FEEL COOL - JUST COOL AIR COULD BE LOW FREON - COLD THEN WARMS UP IS FAN PROBLEM

Please describe your controls. Does it not have low fan, high fan, low cool, high cool on the dial at ceiling? If yes, low cool or high cool setting should shut it down when temperature is reached via thermostat dial.

No cool air comes out

turn your entire system off and let it cool down.
turn everything up, after 30-60 minutes.
If compressor and fan running, on outside unit, check freon
level. If freon level is low, charge it. If freon is too low, crompressor
and fan want turn on. Call tech to charge system.
If fan is not running, check capacitor for fan. Unplug it, after
you tag wiring and terminal properly. Bring capacitor to local appliance
parts store, If it is bad, replace new capacitor of same specification.
This is main culprit (should cost you between $10-40)
Also, have a contact switch check. Usually, it is black.
If fan is still not working replace fan. (Usually, $80-100)
Last resort is to replace compressor.

Outside compressor is frozen - shut the fan down. Will it defrost and be operational

Is the unit a heat pump? Did this unit freeze up during A/C mode? Only if it was due to mild weather and thermostat turned down to low., past 68 degrees. Filter could be dirty or coil dirty or low freon charge.

If both fans runs (inside and outside), check if the compresor runs , if does probably the unit is low in freon and needs to be recharged after the freon leak has been fixed (remember this is a seal system and it shouldn't leak), but if the compressor doesn't work , it could be the capacitor , the pressure switch (if it's low on freon ) or the compreessor itself. But befor do anything ,if you have a digital thermostat replce the batteries.

When turning the theromostat to 9 it doesn't cool the room.the fan just runs.

the system either low on freon or you have a bad leak. If its low or have no freon the unit will keep running. have the unit recharge and check for leaks.

Carrier air conditioner cycles on and off

The compressor/condenser is being called all the time. The reason it goes off is because the evaporator (indoors) freezes up when the fan is told to turn off by the thermostat. This further cooling lowers the low side pressure below the low limit switch point turning off the compressor unit.
Solution: Make sure the thermostat is wired correctly. Green wire is usually the compressor wire but maybe not.

Goldstar GWDH 5000 does not cool after storing this winter

sounds like low freon or a blockage in one of the lines, especially since the you say only one row of coils is cool. usually window a/c's have at least a 1-year warranty and since you are pretty close to that, the manufacturer may honor it. if not you will need to have the system fitted with a bullet piercing valve on the low side lines and see if the unit is low on freon with proper gauges. if it is not showing low then there is probably a blockage and the high side should be checked as well. if this unit was an expensive one it could be worth having it repaired. a simple recharge may cost less than a replacement, but anything else probably won't.

Fan runs, shuts down on cool

Sounds like a power supply problem. There is enough power to run the fan but when you turn it to cool the current draw by the compressor drops the voltage. The lower power light is telling you the answer to your problem.
