Question about Garden
You replaced the unloaded valve. Are you positive you have the unloader screwed to pressure and not turned the opposite way? You will have no pressure if it is adjusted wrong. One other thing I have encountered is that the unloader has a ball bearing inside. If it is stuck you will have no pressure. Make sure that ball bearing is free.

Check the unloader valve. Sounds like it is sticking. The unloader is just not taking the pump out of bypass mode. It is usually a brass vlave screwed into the pump somewhere near the pressure line.
Let me know for further clarifications

The usual cause of this problem is the pump is bypassing, u can get a pump rebuild kit from troy-bilt and do it youreself, did this many times on my friends pressure washer who is a house painter
