It sounds to me like you itouch battery is getting ready to die. so it's not running your touch with the power needed. I would first replace your battery.
If replacing the battery doesn't help you can restore your touch to factory settings in itunes. go to itunes click restore and your touch will have new software. remember restoring your touch, you will lose all apps, music,videos and pictures. back up your device now while it is still in running condition.

install themes Vivid directly to your device from the Cydia app store. <br />
<p>1. Touch the "Cydia" icon on your jailbroken iPod

"Vivid" in the search bar Cydia. Select "Search". <br />
<p>3. Select "Vivid" to the list of available
applications. <br />

<p>5. Tap the "Confirm" button to download and

Open Itunes on your computer. Unplug ipod if it's plugged in. Turn Ipod off (with sleep/wake and home button). Hold home button down and simultaneously plug in the Ipod again. Keep holding it (home) until the screen is an apple with a usb underneath it (Itunes sign). Then in Itunes choose restore your Ipod.
If it's jailbroken go through the Jailbreak process again.
Hold power and home to restart it (You might have to hold it for like 30 seconds) Hold the Home button down as soon as, and for as long as you see the little silver apple.
After about two minutes if it' still there release, and it'll enter recovery mode, and from there just plug it back in to the computer. You might have to repeat the process about 2 or 3 times, especially if it's jailbroken.
Also, try holding down the home button while plugging it into the computer. It'll try to bring the ipod into recovery mode as well.
