I do not have a solution to the problem. However, I am having the same problem. This morning the Actiontec GT704WG power and ethernet lights were rapidly flashing. The modem was non-functional. I could not even connect to the modem through the browser to see if I could find a problem.
The problem lasted a couple of hours. Then all of a sudden the modem started working again. I won't be able to tell if the problem recurs until I restart the modem. And if the problem does occur again, I won't be able to connect to the internet.

Usually, as long as the internet works, the flashing lights are there to show that the modem is functioning properly and is currently sending packets, transmitting data, etc.
The rapid flashing of the battery light indicates a shorted cell in the battery pack. This causes the machine to overheat when it is trying to charge the battery. Removing the battery will stop the falshing for a bit but as soon as the machine tried to charge the battery again you will have the same issue. If this is not corrected soon it can damage the charging circuit in the laptop and then you have to replace the main board in the unit as well as the battery. if the unit is under warranty get them to send a new battery.
