is both radis are same model , if not do you have frequency counter , these radios already have frequency counters ..pls keep same frequency & disable any privacy code on sets

Recommend using a program called 'Chirp' (free internet download) to program your radio. Ensure the fields are populated correctly.
Upload the file, let the radio program, and then turn radio off and remove the cable. Try the scan function once you turn the radio back on.
These types of radios are sensitive to programming errors.
Check your settings for the RX frequency. Then check to see if the RX Tone is turn on and is set to the correct frequency. Just turning the rx tone off should allow you to hear any station coming in.
