This Maxtor Personsal Storage 3200 shows to have power, but when connected to my desktop, WinXP does not recognize it and no driver is automatically installed. WinXP doesn't allow me to install the driver manually, either, though the driver appears in the Windows\system32 directory.
If your PC is not acknowledging the device nor allowing you to install a driver the most likely cause is a failed circuit board in the enclosure with the next most likely be a failed hard drive inside the enclosure.
Take the drive to a local computer store and swap the hard drive into a new enclosure. If this works your done, if not the drive is likely damaged and you will need the help of a data recovery pro.

May be your Personal Storage 3200 500 GB Hard Drive power socket pins are not seated well when you connect so make sure the pins are in good condition.

reboot the laptop, reseat the cables, and try connecting the drive to different usb port. if that still doesn't work, most likely the drive has gone bad.
