You have a high-voltage leak to the transfer corona. This could be due to several different things, usually it's a dirty corona, maybe excessive dust or toner in the corona assembly. Toner conducts electricity and can leak voltage from the transfer corona to the frame. It may also be the "end-blocks," the thing in the back of the machine into which the transfer corona plugs when you close the drawer and lift up on the green handle. These crack and can cause intermittant failure.
I would start by taking a can of air and thoroughly blowing out the corona assembly and see what that does for you...
SOURCE: Canon 5070 - Error code E000013-0000
This is the error code for a clogged waste toner auger. If you heard a clicking sound coming from the rear of the copier before the error you have clogged waste toner . This may take a long time to clear. May have been caused by not emptying the waste toner bottle when it indicated to do so and the waste toner backed up on itself. You may have to remove most of the items at the rear of the copier to either replace the auger pipe assy or just the slip gears that drive the auger. I've never looked forward to doing this on any of the copiers that have an auger system. If you're not a tech a tech should be called and may take several hours depending on how serious it is to clear. Good Luck.

Press usermode star and release,press no2 and 8 at the time and release and press usermode star again and release,then you are in maintenance mode.
select copier,funcktion,clear,select error press ok,swiths the machine off at the main switch and on again.
That will release the errors

Main cause The contact has poor connection. The wiring is faulty. The composite power supply PCB is faulty. The DC controller PCB is faulty.
Action
1. Contact
Is any of the contacts of the primary charging roller, developing assembly, or transfer charging roller soiled? Or, is there poor contact?
YES: Clean the contact, and set it once again.
2. Wiring
Is the wiring between the contacts for the following normal: DC controller
PCB (J301), composite power supply PCB (J136), primary charging roller, developing assembly, transfer charging roller?
a. DC controller PCB (J301) <-> composite power supply PCB (J136)
b. composite power supply PCB (J130-7) <-> primary charging roller contact
c. composite power supply PCB (J130-1) <-> developing assembly contact
d. composite power supply PCB (FT133) <-> transfer roller contact
NO: Correct the connection.
3. Composite power supply PCB, DC controller PCB
Try replacing the composite power supply PCB. Is the problem corrected?
YES: Yes.
NO: Replace the DC controller PCB.
