Attach tool to hose and turn the carpet cleaner ON. 2. Put the tool on a hard surface or against your hand to block off the suction. 3. Wait a few seconds (can take up to 15 seconds). Check the nozzle . Turn it over on it's belly and remove the 4 screws that hold the base plate on. Take off the plate and remove the brushroll. I bet you will see a clog in the intake. If not take it to your local vac shop and let them fix it.
The duster on this unit is just that a duster the holder for it is to vacuum it off when your not using it it doesn't have anything to do with the vacuum cleaner really. The attachment works on the suction from the Hoover Steam Vac and it’s either a straight suction tool or a revolving brush, check the front of the machine to see if the is a switch to turn on and odd, also before you attach the upholstery tool check the end of the hose for suction, it may be that your upholstery tool may be clogged or the brushes are not spinning and a part may be broken.
