Make sure the trackpad application (not just the driver) is installed and running that came with the HP (probably visable as an icon near the clock).
The scrollbar is not a feature of windows (unlike normal mouse operation) and it requires the HP mouse trackpad app to be running.
somewhere on the keyboard there should be a button that disables the touchpad to use an external mouse.you should be able to locate that button.sometimes it will lite up red.
I would try reinstalling the drivers for it. You can find it by right clicking on the my computer icon and selecting properties and then click device manager and look for the icon. Once there you can update driver. If not go to ho's website and download the driver there and install. Hope this helps.

Ok,The setting for the touch pad are not in the mouse settings,They are in the pen and input settings.
Just go to the control panel and select Pen and Input setting and adjust as needed.
Also with Vista,Windows tries to control everything,so you may need to un install the mouse drivers and allow windows to take control,It will not prevent the touch pad from working,It just stops it from being controlled by the touch pad driver and the windows mouse driver ar the same time.
maybe your mouse is not comaptibel with the system of your laptop or you need the disk driver to install the mouse to work properly?
or your mouse is already damage and need to replace try to change it with a new one.
I think I can help you. I need to know what kind of mouse driver you are using. To find out click on the control panel, click on mouse properties, click on device settings. Under devices it should show Enabled/Name/Port. Under Enabled it should say Yes. Under Name should give the name of the device being used and under Port it may or may not show anything. Ex. Yes /Synaptic TouchPad V7.2 / Port/2. If this is what yours shows, double click on the highlighted device and a menu will come up. From there you can reactivate your scrollbar. If yours does not show a device in the list, sometimes it will show where to go to download the device in the bottom righthand corner. EX:(www.synaptics.com) If not, you will have to find the name of your device. Hope this helps. Tim
