There is a little circuit board under the buttons that has gone bad or the button was pushed to far in and depressed the button sensor inside, befor you begen going into this monitor let me warn you of the risk. There is very high voltages inside that can ;ead to injury up including your death, so with that in mind and your ready to pop the back off this, lok at the little board take a cue tip, cotten swab and genly push on the button to see if it free itself if not this little board will need to be replaced.

I had a similar problem I locked out the on screen menu and it has gone way. You might want to give it a try for your self. turn the monitor off. Press and hold the menu button. Turn the monitor back on while still depressing the menu button. This will lock the menu. To unlock it go through the same procedure.

When the OSD is locked, settings cannot be changed in the OSD menu. To Unlock the OSD, press and hold the MENU button on monitor while the monitor is off, then press the Power button to turn the monitor on. To lock the OSD, repeat the Unlocking procedure.

HP w19 display is messed up in many ways!

I am wondering if the monitor is close to some other electrical device like a TV. Try hitting the degausing button if it has one. This is like a monitor reset button and removes stray magnetic forces from the monitor.
most monitors do have them amongst their array of buttons or on the rear might also be a pinhole, but be carful incase you touch a live wire
