The problem is the internet speed, i think. Do you have a good internet connection ? if you are sure, you have, try reinstalling skype. If no change , try scanning youe system with a good antivisus , cz, sometimes, virus use up most internet bandwidth.
It may be the problem for the person you are calling...if he has less speed of net.
