Question about Hitachi EC12 Portable Electric 2hp Air Compressor, Oil Lubricated
Ec12 twin bottle has the gauge which measures pressure in the bottles. Second gauge regulates pressure to the line. It reads 120 and bottle read 120. Plug a tool into the end (bypassing a hose to rule that out) and when the trigger is pressed the needle drops to zero on the line gauge and a small puff of air comes through the tool. Once released the gauge rises back up. ???

It sounds like you have trouble with your pressure regulator. Make sure that the knob for the regulator is turned clockwise to increase pressure. If this doesn't work, you may need to replace the regulator.
