Everything on the cam works properly (clock, all modes, etc.) except it will not take pictures. Even in the time lapse mode, the camera will not take pictures.

I have just read the manual and nothing in there suggests the problems you have. Contact details are on the front page. contact them for support and warranty
The infra-red source light must be inoperative. Bring it inside in a dark room and move around, look for the red light ring.
Mmmm, no glow IR emitters, clever that you can see them working or not, EXCEPT you can! Use the Selfie camera on your smartphone to look at the front of the stealth camera. IR light sources show as a red dot.

The LOC message means that the slide switch on the the SD card is LOCked! The camera cannot store pictures on the SD card until the slide switch is in the correct (unlocked) position. I had this problem, as well!
