I had exactly the same problem with my HP 8230 and tried all the posted sugestions with negative results till I stumbled on this site site offering an update for a different problem but added " also clears many ink system failure messages " I downloaded and installed the update and the printer burst into life and now works perfectly, which proves mine was a software problem not a hardware one. give it a try you might get lucky.

SOURCE: the ink system has failed

Normal 0 Driver could be corrupt.
Disconnect the printer or at least be sure it is turned off. I'd do both and reinstall the CD software program that came with the printer. When the software program asks you to connect the printer to the USB port, do so and it should again work properly.

Have a hp 3310 it says ink system failure error 0xc18a0106 it wont print,scan,copy and it does have enough ink. thank 4 ur help
Turn off the machine using the power button, unplug the power cord from the back of the machine, remove the ink cartridges, wait 2 min, plug the power cord back in, press the on button, wait until the printer prompts that the ink cartridges are missing, then replace the ink cartridges. If this doesn't clear the error then you may need to re-prime ink through the system to clear the error.   1. Press the On button to turn the printer off.
  2. Unplug the power cord from the back of the printer.
  3. Remove all the ink cartridges.
  4. Wait two minutes.
  5. Plug the power cord into the back of the printer.
  6. Press the On button to turn the printer on.
  7. Install the ink cartridges when prompted.
If the error code does not display, the issue is resolved.

Ink system failure
HP Photosmart C7180 will not accept new '02' yellow ink cartridge and repeatedly states 'printer does not have enough ink to ensure printer health. The empty ink cartridge must be replaced to resume.' This is the 2nd HP '02'yellow I've bought and it continues to say the same.
