Check the settings for your video card. try to set it to default settings first. try to choose minimal 3d settings for your video card.

I cant use the screen saver and i updated my computer to the windows 7stater and i need a video card that is 3D campatible

Nvidia have 3d campatible ones, also if you cant use your screen saver that most likely means you cant use windows aero, so you might just need the graphics driver.

What fies on recovery partition

Did you use a Factory Recovery DVD supplied by the cpmputer manufacturer? Or did you load the OS from a Windows Vista DVD? If you didn't use the Computer's Factory Recovery disk the recovery partition is gone, when you loaded the Windows Vista DVD and formatted the HDD. That is, if I understant your statement. If you had your HDD partitioned into 2 secions, 1 your OS and another for whatever, your OS partition, containing the recovery, has been formatted. For example: C , being your OS and D, being your recovery , are one partition.

Don't worry. The installation DVD will take care of it.
As soon as you finish reinstalling everything, look into a product called Pc Laptop Guard.
You won't have to format again ever.

I want a compatible video card for my pc

This sounds like your computer may be several years old and the hardware a little outdated. It will depend on the game since today's latest games require not only 3d-acceleration but super fast acceleration as given by "NVIDIA" or "ATI"'s latest graphic cards.

If you are running a relatively simple game, you need to see if your computer uses which type of graphic card connector.

In the old days it was PCI, then came AGP and later PCI Express.

What the above will tell you is which 3d graphic card type to buy. You can get a graphic card at newegg.com or lots of other places varying in speed and capacity.

I was formating my philips PC and computer was accidently turned off before process was completed. Unable to load vista now as system recovery file is missing or corrupted.

Reformat it again. If it doesn't try the OS of service pack 3 black. Or format it again with your Vista, Check the boot priority on your Bios. Disable all listed except the DVD/CD rom/ram Then load your DVD/CD then follow the instruction.

Try another screen saver for starters. If another screen saver works than the Vista screen saver may be missing from within the Windows directory.

No 3d acceleration in Vista on ATI 7500

Well, I'm amazed a C640 runs Vista at all. There's no reason to buy a new hard drive, except for the novenlty of having one loaded with Vista on a C640. It's a great laptop, and runs Windows XP PRo perfectly well. If you have one od the Dell XP install disks, just boot from it, and whenever it finds the vista install, hit excape, then at the next screen hit "D" to delete the partition, then choose "quick format", and load the Operation system. If you need an install disk, let me know. Good luck
