    What OS are you running?

Are you getting an IP address?

To check, either go to a command prompt and type "ipconfig", or

    (GUI method)

Go to "Network Connections", right click on the "Local Area Connection", choose Status, and click on the \Support\ tab.

NOTE: An IP address beginning with 169. is an indicator that no IP address has been assigned.

    If the answer is 'No':

Ensure that the adapter is configured for DHCP ("Local Area Connections", Properties, TCP/IP).

If you are using a router or a cable/DSL modem recycle power to them and restart your computer to see if that fixes it.

Try a different computer on the same connection to see if the problem still exists.

    Try a different Ethernet cable.

But, if you do have a valid IP address:
Reset any home router/firewall device by recycling power (same as above)

Contact your ISP and ask them if they can 'see' your cable/dsl router remotely.

Try connecting directly to the cable/dsl modem.

NOTE: You'll need to recycle power to the router & modem each time you change devices connecting to them. The modem especially will tend to 'lock' on the MAC address of the device connected. The only way to quickly change devices and reset this is to recycle power to them.

    I hope this helps.

"linksys adaptor" + "installed NEARLY all the drivers excluding... Universal Serial Bus"
    ----------------------
See a potential problem there? Where is your linksys adapter plugged in if you don't have USB drivers installed?

I lost the wire loop to hold down the heat chip what else can I use to replace the wire loop

http://support.dell.com/support/edocs/systems/dim4600c/sm/index.htm

I would use a piece of thin coat hanger, and bend the configuration I need.

http://support.dell.com/support/edocs/systems/dim4600c/sm/sffprcsr.htm

Make the configuration very close to the original green Securing Clip.

OR,

Go to Dell Spare Parts, and see if you can buy the Securing Clip.
Have the Serial Number written down. (S/N)

I didn't see it by searching with Dimension 4600C.

Not the best solution I'll admit. The only other thing is to search the internet for the clip, or buy another motherboard.

I'm getting this error message "chipset heatsink not detected system halted" What does that mean, and is there a fix for it?

it means that the chipset heatsink on the motherboard has come loose. There is a sensing circuit that is closed by the spring clip that holds the heat sink in place. One of the loops on it has broken, causing the error.
Resolution is motherboard replacement

Hello I reinstalled windows xp home on my Dell 4600c desktop and no longer have ethernet controller, multimedia audio controller, SM Bus controller or Video Controller VGA compatible. Can anyone help me...

You can download the drivers here:

http://support.dell.com/support/downloads/driverslist.aspx?c=us&cs=19&l=en&s=dhs&ServiceTag=&SystemID=DIM_P4_4600&os=WW1&osl=en&catid=&impid=

Considering one of the drivers you need is the ethernet controller, you will not have access to the internet. After you download the neccessary drivers from a different computer, you can burn them to cd or put them on a flash drive to transfer them to the dell.

I cant install sm bus controller

The SM Bus Controller is usually a driver for the chipset. You should be able to find it by going to Toshiba's website, entering your info when prompted for it, choosing the operating system that is on your computer, and then downloading and installing the Chipset Driver.
