make sure its plugged in correctly and the wall plug is plugged tightly. I had a Dell C840 when the
charger got power it had a green diode that lit up. You could test your power supply with a volt ohm
meter. if the VOM is not showing any power coming from the power supply (assuming you have the
VOM setup to match the power output of the power supply) then the power supply is probably bad.
If it works then it could be the computers connection or battery.
With the charger unplugger, look inside the plug end that you plug into the pc. On occaision, the center pin may be damaged or pushed into the plug itself. That small pin is what provides the laptop the power (wattage) info. Also if you know anyone else with Dell charger PA-10 or PA-12, try theirs. Good luck!
It happened because of the short circut - when there is short circut as a safety measure it disconnect and avoid further damage - trip off
In your case power adapter and battery are good but check the power socket of the laptop - if they are also ok then its a motherboard issue. - open it and check up for circut short.

Secondly, as long as it's a pa-10 or pa-12 for the d600 you should be fine. the chargers are not specific to each laptop, rather they are more specific to the dell product family(the type of power connectors on each).
