No 11 means you have to check on the thermocouple output., it is the mts-ignition part of your heater, try also cleaning the filter as well.hope this help, thanks for using fixya!

Check that the child lock is not activated first.
Prior to turn off the heater for a long timer, as suggested by the manual you always need to disconnect the gas hose. Ensure that the gas hose had been re-connected.
If gas is flowing into the convector, try first turning unit off , and then cutting power to the unit by unplugging from main for ten minutes to reset the control panel.
Check that prest temperature is not set to a setting that is higher than room actual temperature.
If the heater still does not ignite , this may be because of air in the gas supply line. The spark will continue for 15 secs.
After that you will need to press ON/OFF button OFF, then ON again.
Ensure that the room has proper ventilation.
If all that does not fix the problem, then the unit is faulty.
In that case use the fault finder table in the last part of this manual and contact Rinnai.
