Drop into your local TV repair shop. Chances are they will have a stand to suit it there.
It is a VESA standard screw pattern and easy to get.
They may charge you a few dollars for it, but for the chance of return business they may just give it to you for free.
Best to take the screen down with you to be sure though.

you can buy a wall mount for under 12 bucks. Or alternately you can buy an VESA 100 mm compatible stand for about 30 bucks
There're are out there lots of solutions for LCD, arms for mounting in desk, wall or poles.

Remove stand from monitor

there will be screws on the back which will allow you to remove the stand, then on the back of the monitor their should be 4 screw holes, use these to attach a a flat plate wall bracket to it.
but if you can't remove the stand, then put a clap speaker bracket on the wall & just clap the base of the monitor, as this type of bracket can be adjusted both in & out & up & down.

Where can I buy a new base for the Samsung 24

The original Samsung stands will be very hard to find, only available from somebody that has wall mounted their monitor and no longer needs the stand. You can get a third party stand such as the one in the link below that will mount your monitor. All modern monitors have mounting holes in the back for VESA mounting, this is a standard configuration.

How do I remove the base stand fro my Neovo F-17,

You need to remove the two plastic covers the cover up the hinges mounting screws, which are attached to the back of the monitor.

Tv stand on the wall

It is not made for wall mounting unless it has 4 bolt holes in the back cover. Some wall mounts grip the tv on top and bottom, but they look like hell.

I bought the same Samsung, but took it back.

Stand on your head ??? put the stand on the other end ??
Jus kidding ? Is it a monitor that offers a rotate screen feature ??
Did you buy it used ? almost sounds like the screen is in upside down which is possible but a bit tricky to do.

Acer AL1916W 19" for wallmounting

remove the both screws at the backside and stand will go unmounted.. now you need two stripes to hang your monitor on the wall.
