In all warranties, broken screens are excluded. Unless you can prove it is induced by an error made during manufacturing.
Repair of a broken screen is dune by replacing the complete screen and sometimes not only the touch screen must be replaced, the display has to be replaced to.
The best way to go is, visit a phone repair shop, and ask them if it can be done and what it will cost. If it is complicated and it would take more than an hour, the repair could cost more then buying a complete new tablet.
My first guess would be you have a broken battery. Try to open it and measure the battery. If it's above 3.7V, it is fine. Then you have to consider that your motherboard is broken. You should always try to replace a broken part yourself first. search model name plus "repair guide" on any search engine. They will show details about about part replacement etc. in detail. There are other websites that sell all the replacement parts, one of the bigger ones is http://portatronics.com (646) 797 2838.
If your tablet screen is broken this is not covered by the manufacturer warranty (in other words it is not free to replace by the manufacturer) BUT they DO replace these tablets for a small fee. The fee varies depending on the tablet model number (located on the back of the tablet and resembles "TAB-###") and can vary from $40 to $60 with a copy of the receipt if still within the 1 year warranty.
They are selling tablet parts for older model tablets (730, 730G, and 1030) and you can contact them at firstname.lastname@example.org for pricing on that.
You may also buy a new tablet on their shop for a good deal or on Amazon/Ebay (sold by CONTEL USA INC) which have warranties included (unlike other amazon/ebay sellers).
If you continue to have trouble feel free to contact the manufacturer at email@example.com or going to http://www.contelusa.net
