There are a couple of possibilities:

  1. Are the hot and cold valves open?
  2. If there are filter screens in the lines, are they clogged?
  3. If set to warm, does any water flow at all?
  4. If there is no water flow, first check the water level switch to see if it is working...this is located on the bottom of the is generally round and has a tube running to the tub and two or more wires.  It should have closed contacts to let the water valve work.
  5. If there is some water flow, the valve is likely bad or the supply is clogged.
  6. If the switch is continuous, the problem may be the timer.
  7. Is the water temp switch good?...unlikely.

I'm going to presume that when the machine is powered off there is no water coming in, thereby demonstrating that the inlet valve is not jammed open. If water IS still entering the machine even when it's powered off, please add a comment to this thread and we can discuss the matter further.

If the inlet valve is not the issue then this is almost certainly the result of the fill sensor failing.

Essentially, the sensor is a bellows device that activates a microswitch. A pipe is connected to the device at one end and to the water level in the drum at the other end. As the machine fills and water reaches the end of the pipe and advances up it, the air pressure in the pipe increases, inflating the bellows. As the bellows inflate, they press on and trip a microswitch inside the sensor and cut the power to the water inlet valve, stopping the water flowing into the machine when it reaches the correct, measured level according to the pressure in the pipe. If the device fails, it may not be cutting power to the inlet valve.

Take the top off the machine, if you look down the side you will see a (typically clear plastic) tube about the thickness of a pencil, connected to a circular device about the circumference of a coffee cup and about two inches thick.
This is the sensor. Problems with it may be:
It has come unclipped from where it should be mounted. The device is VERY sensitive and if it has slipped out of place, over or underfilling is common. (Reposition the sensor, hopefully you can see where it came from!)
The pipe that is connected to it has come off, so the air pressure that the sensor measures is not increasing as the machine fills (push the pile back on and all is well)
The machine has been subject to some trauma (Such as a very uneven load that has made it shake violently. The starting level of the water that is in the bottom of the pipe is now wrong and the pressure sensor is being affected. (Remove the pipe from the sensor, blow down the pipe to get any water that should not be there out and then replace the pipe).

A wire is off the sensor (Take a look around and re-fit any loose wire).
The sensor has actually failed and requires replacement. (A dealer in these goods will be able to find you a replacement, if you are visiting a dealer, take the unit, along with the make and model with you so they can match it easily. Failing this, search for a part on the internet and match it to your make and model).

I have had luck on parts places showing schematics when you start looking for parts in the machine.
Maybe that can work for you.

I get ESC error problum how to solve them

No water is detected having entered the machine. Check your water lines, make sure they're turned on and feeding water to the machine. If they are then you may have bad sensors in the washing machine. The ESC error occurs when no water is detected as having entered the machine. The Washing Machine upon not detecting water turns off the internal valves and kicks the error.

My whirlpool whitemagic washing machine top panel board doesnt work or no power?

It is possible that the machine does not start off the cycle because there are errors due to feedback from the inputs. For the program to start up the main program controller must initiate the INLET/MOTOR/DRAIN pump/ valve to open up and allow each function to be driven starting from the flow of water into the drum as also the drain valve to open to exit the water at the point of the program cycle. If this does not happen then the voltage at the valve/motor/pump must be checked or the fault relates to no voltage from the controller. This means the controller is a suspect.

If there is no power check the outlet and mains wire. If not the control board is a suspect., check the door switch which needs to close for the program to activate.

We have a Whirlpoon Whitemagic 1-2-3 650 P washing maching. We can able to power & select the program upto to this everything is coming fine in the panel but when we give start, the Water re-use

Try and clean the INLET and OUTLET filters and valves, Check the harness and the connections. If there are in order it can also be related to the control panel.

pe error on the machine is normally the pause in action. try pressing the start /pause button again to activate the wash program
