It happened to me twice and the solution is very simple: have a Gateway T6524 with 2 Hard Drives and XP SP3 (HD0 has the system on C and D partition, and HD1 is for backup). The first time the error happened is after a windows update and the second time was after I installed the neat receipt software and I had to reboot because it was stuck. So basically, the solution that worked for me was to disconnect HD1 and reboot. Problem fixed! I reconnected HD1 later on (after shutdown of course), and making sure that the BIOS was properly setup in regard to boot sequence for Hard Drives.
