SOURCE: have a new ac system

Yes the temp should rise 2 to 3 degrees before the unit comes on, This is called the temp swing, try lowering the temp setting and wait for the temp to drop, then set it back when you want it.

How can I get a manual for my horstmann t50 thermostat?

You can download a manual for almost any equipment by Googling the make and model followed by the word Manual, then follow the appropriate link(s).

BTW, the Digital Cameras forum may not be the best place for queries concerning domestic appliances.

How do I set thermostat to come on after burner starts

You are asking a question that makes no sense mechanically, if you mean the fan, it is controlled by the temperature delay or a time delay built into the furnace.

Can I put my central heating on a different time from my water horstmann didam 425

It appears there are 4 trippers on the daily time dial that control all timing. 2 On and 2 OFF

On the right side are override switches for Hot water and Heating
You can only separate Hot water and Heater programming a little bit.
You can choose to have Hot water ON all day, or turn on-off once per day or turn on-off twice a day. Or OFF all day.
The Heater has the same options and the same on-off times as the Hot water.

Manual:

For fully separate programming, where Hot water and Heater can each be programmed differently, you would need a 2-channel controller like the Grasslin QE2

Is the temp in the room higher then the tstat setting? If so the unit will not come on. Try setting it up to maximum, it should then come on within a few minutes.

It is increasing temp 2 hours before scheduled

Most programmable thermostats are "smart stats" which use a programmed algorithm base on a preprogrammed P (proportional) I (Integral) D (derivative) Loop. To make a long story short, the programmed temperature will make the room that temperature by the programmed time. This is based on how long it has taken it in the past to bring the room up or down to temperature. So if your setpoint is 70, and your set time is 7 AM, then the furnace or AC will bring the room to that temperature by the set time...not start at the set time.
