connect your phone to the computer and choose com port. install the drivers. you also need to install the usb modem driver. then set up new dial-up connection with this modem, no user name or password and the number to dial is *99#

Connect to the router's built-in web-server, and access the 'WAN Setup' page. Ensure that your ISP has handed-out an IP-address (and names of DNS-servers) to your router. Try to get it to "renew" the WAN IP-address.

I understand your frustration. Do you have a "recovery cd "(Operating system disc) ,which came along with your computer . if you have the same please, put the disc in the CD drive and restart the computer. you need to select boot from cd option and then follow the on screen instruction.
*you can get the "recovery cd"from your computer manufacturer.( call Dell customer care)
