That sounds about right....
The blue line indicates an LCD panel failure.
Typical in this Samsung screen (i know it is branded Toshiba - but the LCD is made by Samsung)
I would get in touch with Toshiba - and complain about your only 1.5 year old set needing a new LCD. It has worked for many customers. They send a new panel to the Toshiba Authorized repair center and pick up 1/2 or all the labor costs.
Cant hurt - just dont take no for an answer.
This is a known "Line Fault" in the Regza 42" and 46".
Some experience the problem going away after about 10 minutes of viewing.
