HI as far as I know the cheats only unlock certain cars, the cars you want are the COMET, BANSHEE & CHEETAH which are not unlocked by the cheats ( agood list of cheats is http://www.chaptercheats.com/cheats/playstation2/5009/Grand-Theft-Auto-Vice-City.htm

Go down the street across from mansion driveway. Turn into the 2nd driveway on the right. Look in the garage.
The banshee can be found at
Starfish Island
Rockstar pool house.
The cheetah can be found @
Washington Beach
Down in the Washington Beach marina.
The infernus (which is also cool) can be found at
Vice Point
Inside North Point Mall on podium.
Starfish Island
Next to stairs of Diaz/Vercetti Estate.
You cna also find a couple of these by stealing them from the race at the car dealership
